Changed five-year supply scuppers major housing plans

The secretary of state has overturned his inspector's decision and dismissed an outline scheme for up to 137 homes in the open countryside in Cheshire. At the same time rejecting another 255 houses on two other sites in the area, subject of separate appeals considered together at the same re-opened inquiry, and also recommended for approval.
