Footnote 9 of NPPF paragraph 14 engaged for insufficient evidence of flooding consequences

86 new dwellings were refused in outline in an area at high risk of flooding outside of a village in Lincolnshire for lack of evidence regarding the consequences of flooding in carrying out a sequential test as well insufficient evidence to show that the raised ground floor levels required to enable the safe development of the site would not result in an appearance and character detrimental to its surroundings.
