Outline housing numbers cannot be accommodated without harm

An outline scheme of up to 280 dwellings in a Tyne and Wear city regeneration area has been refused permission by an inspector who concluded that resolution of site constraints at reserved matters stage would reduce the quantum of development to such an extent that it was clear the scheme applied for could not be satisfactorily accommodated on the site.
