Those who work closely with Whitehall on planning matters have recently been reporting that the new Department for Communities and Local Government team see themselves very much as part of a new government, with every right to look at planning policy-making in a fresh light. "They are their own people, and don't necessarily want to pick up the old agenda," said one close observer of central government.
