Inoperative section 106 agreement fails to meet community needs

A scheme, in outline, for 167 houses in the countryside between two West Sussex villages and the redevelopment of a light industrial estate, has failed because affordable housing and infrastructure could not be secured through a section 106 agreement, and also because sustainable transport links to a neighbouring village were judged inadequate.
