Office conversion fall-back insufficient to grant new building

Despite having secured confirmation that an office building in north-west London could be converted to 25 flats under permitted development rights, an appellant failed to secure permission for its demolition to enable the erection of 24 flats, an inspector ruling that it would diminish the supply of employment space and required the provision of affordable housing.
