Impact on school from schemes in same village affects phasing approach

A scheme for 59 houses in open countryside on the edge of a village in East Lothian was allowed without a phasing requirement, despite a reporter at a similar appeal for 120 houses in the same village requiring that scheme to be phased to take into account the impact on the local school.
