Covent Garden developer fails in bid to replace on-site units with off-site payment

The developer of a project to convert the former Covent Garden offices of Andrew Lloyd Webber's theatre business into 22 luxury flats has seen its request to replace a commitment to provide four on-site affordable homes with a £250,000 off-site payment thrown out by an inspector.
