Government's Starter Homes policy is morphing, by Chris Brown

It was originally described as 'bungs for middle class kids to live on industrial estates' and sought to discount the cost of homes by 20% (realisable by the purchaser after five years) for homes of up to £450,000 (in London) in value on 'underused' commercial and industrial 'exception sites'.
