Unauthorised holiday caravan fails ten-year enforcement immunity tests

An appellant's claims that a caravan in Ceredigion had been used for holiday accommodation and used as such consistently and continuously for a period of at least 10 years, without significant interruption, have been rejected by an inspector who refused to issue a certificate confirming that the use was lawful.
