Traffic modelling technique examined as basis for highway impact mitigation

The use of a highway computer model to assess whether a planned development of up to 490 dwellings on the edge of a town in Worcestershire could be accommodated on the highway network was held to be inappropriate by an inspector who noted that it had been designed for use in California in the 1950s.
