What's new in DCP Issue 131 (March 2015)

The following details the sections that have been updated as part of the issue 131 (March 2015) revision to DCP.

The sections that have been updated or created this issue include:

•    Noise (4.161) where the effectiveness of mitigation measure to overcome the level of harm to amenity is discussed (4.1613). Also updated are the smell (4.162), dust (4.163) and contaminated land (4.164) sections.

•    Conditions (4.4) which considers what issues have arisen in attempting to interpret the exact meaning of conditions (4.4112).

•    Rural enterprise dwellings (9.8), this new section concerns homes created in rural areas where a special employment related need is claimed to justify permission. The functional need for such a dwelling where another on site dwelling already exists is discussed at (9.8321).

•    Rural extensions (12.6) where the extension of green belt buildings is discussed and, in particular, at what a disproportionate addition over and above the size of an original building is (12.632).

Please also note that the National Planning Practice Guidance website has been updated in the following ways:
•    Neighbourhood planning and strategic environmental assessment and sustainability appraisal- A number of revisions relating to neighbourhood planning and strategic environmental assessment have been made to the Planning Practice Guidance.
•    Housing and economic development needs assessments, and planning obligations - In the section on "housing and economic development needs assessments" a revision has been made to the paragraph "How often are the projections updated?" within the "Methodology: assessing housing need" subsection. This updates information on the most recent household projections which were published on 27 February 2015.
•    When is permission required? - New guidance on permitted development rights for agricultural buildings has been added to the Planning Practice Guidance.
