Q: We are looking at withdrawing an outline application for 700 homes and resubmitting it with an alternative access. The local authority refers to Welsh Office Circular 73/92 on fees, which says the "free go" provisions on application fees "allow revisions to schemes to include small amounts of additional land to accommodate revised access arrangements". It considers that the extra 600 square metres of land required for the access would not be "small", so we cannot claim a free go. Can you shed light on this? JW
