He takes over from previous president Stephen Tapper.
Holmes joined Bournemouth as head of planning and development services in June 2002, from West Berkshire Council, where he was head of planning and transport strategy.
Before that he had spent 13 years at Bracknell Forest Borough Council, becoming borough planning officer in 1997. His earlier career was spent at Daventry and Wokingham District Councils and Leicester City Council.
The Society’s new senior vice-president is Malcolm Sharp, the director of environmental and community services at Huntingdonshire District Council.
The new junior vice-president is Mike Kiely, director of planning & building control at the London Borough of Croydon.
