Q: My authority has received a prior notification application for extensions to a washing and packaging building on a large agricultural holding. The proposals comply entirely with the definitions, conditions and criteria for holdings of more than 5ha in part 6, schedule 2 of the General Permitted Development Order 1995. But objectors are concerned that the development will have significant highway safety impacts on the single-track approach road. Is it valid for the authority to consider off-site highway impacts under the prior notification procedure? RH
