An open-sided extension to the rear of a garden centre in the Cheshire green belt has won support from an inspector who decided that the appellants had demonstrated the very special circumstances needed to overcome its inappropriate nature.
The appellants proposed a shelter to protect plants from adverse weather, thereby extending their shelf life and reducing wastage. The shelter would replace a series of temporary display structures, they explained. A storage compound would be removed and the area returned to meadowland with additional tree planting around the site.
The inspector noted the appellants' willingness to plant trees on 1ha of ground and ensure the maintenance of the woodland area's ecological interest and public access. This would contribute to green belt objectives, she ruled. The benefits offered by the scheme amounted to the very special circumstances required for green belt development, she held.
