The change of use of a touring caravan site in Dorset into a site for 45 static caravans has been rejected on the grounds that it would harm the character and appearance of the countryside.
The site had permission for 70 touring units. Although they could occupy the site 46 weeks a year, caravan numbers were significantly lower outside the summer holiday season. The inspector was concerned that the static vans would be considerably higher and larger than touring units and have a larger footprint because of hardstandings for car parking and decking.
This impact would be further increased by the regimentation of the static caravans in straight rows, he held. He remarked that the area around the site was extensively used by walkers and tourists and that its open, sweeping character was a key draw for tourists. He judged that the project would have a significant adverse visual impact on the quality of a pristine landscape.
The inspector considered whether a landscaping scheme could mitigate the proposal satisfactorily but concluded that it would be too intrusive in the open landscape. He also felt that allowing the development would be likely to lead to pressure to remove overshadowing trees and foliage close to caravans to open up views for the benefit of holidaymakers.
