The replacement of outbuildings at an Essex pub with extensions has been allowed after an inspector concluded that the benefits of the scheme outweighed harm to the green belt.
The inspector agreed with both parties that the extensions would be inappropriate development under the terms of PPG2. He noted, however, that they would lead to a small net reduction in floor space so the green belt's openness would be slightly enhanced. He opined that the removal of the disparate collection of timber-clad outbuildings would improve the site's appearance.
He felt that the proposal would enable the pub to attract new trade, thus helping secure its long-term future by enhancing its viability. He also found the retention of the only community facility in the village of particular benefit. The cumulative benefits were sufficient to outweigh harm to the green belt by reason of inappropriateness and amounted to the very special circumstances necessary to justify the development, he ruled.
