A proposal for two homes in a small group of buildings in southern Scotland has been found to be unacceptable because of their potential impact on a ruined church.
The buildings occupied the shoulder of a hillside. In the reporter's view, the church's status as a scheduled ancient monument was justified by its historic role in the union of England and Scotland. He found that the ruins still afforded wide-ranging views and felt it important to ensure that they were kept open and free from built development.
The introduction of two dwellings would materially impact on the church's setting, he held. The availability of alternative sites in the area for housing that would not have such an adverse impact reinforced his decision to dismiss the appeal.
