The retention of a timber chalet in the garden of a house in Surrey has been refused planning permission on the grounds that it would impede the flow of flood water.
The Environment Agency warned that the site fell in flood zone 3 and, taking climate change into account, faced a high probability of flooding in the future. It advised that the chalet would adversely affect the free flow of water and reduce the storage capacity of the surrounding flood plain. The appellant responded that the structure would simply flood like a garden shed and thus not reduce the garden's flood storage capacity.
The manufacturer's sales literature stated that the structure was 100 per cent windproof so the inspector inferred that it would take time to fill with water. While conceding that its overall impact on flood storage capacity would be fairly small, he decided that the cumulative impact of more such structures could exacerbate flooding in the area, contrary to national advice in PPS25.
