A reporter has decided that an enforcement notice directed against the change of use of a Glasgow flat into a house in multiple occupation should be upheld in order to control such accommodation.
The city council accepted that multiple occupancy offers an essential form of accommodation, especially for students. However, it was concerned that a concentration of such uses in a particular street could lead to environmental problems as a result of increased activity, noise, pressure on car parking and refuse disposal. Its policy sought to limit multiple occupation in the vicinity of the appeal site to ten per cent of total homes.
The reporter calculated that the scheme would take the percentage of units in multiple accommodation to just over ten per cent, while a further appeal against another enforcement notice was pending. If both appeals were allowed, he found that the percentage would increase to more than 12 per cent. While recognising that the individual increases were small, he concluded that the cumulative erosion of the council's standard would undermine the policy's effectiveness and lead to the environmental problems it sought to avoid.
