The governors of a school in east London have failed to secure extended opening times at a swimming pool following findings that it would adversely affect local residents' amenity and the character of a conservation area.
Planning permission had been granted in 2003 for an extension to a sports hall to create a pool subject to a condition restricting the use to pupils, staff, employees and youth group members between 7.30am and 9pm on any day. The governors sought permission to extend the hours to between 7am and 10pm on weekdays, 8am and 6pm on Saturdays and 10am and 6pm on Sundays.
Local residents highlighted traffic problems associated with cars being parked close to the school. The inspector agreed that extending the opening hours would lead to more traffic outside normal school hours. This would lead to further on-street car parking and increase the level of noise and disturbance, he decided. He was concerned that this would undermine the character and appearance of the conservation area by increasing the number of cars in the locality.
