The detailed design of an agricultural worker's dwelling in west Wales has been rejected following a ruling that the council was correct to insist that it should only have one storey.
Outline planning permission had been granted in 2006 subject to a condition stipulating that the dwelling should be single storey and have unbroken roof planes. The council explained that the condition was intended to limit the height, scale and mass of the building to reflect the site's rural location. The appellants submitted a scheme showing four dormer windows together with front and rear gable features.
The inspector agreed that unbroken roof planes would give the building a "recessive" appearance. He felt that the dormers would give it a two-storey appearance and interrupt the roof slope. Taken as a whole, he decided that the dwelling had a strongly suburban character that would detract from the rural surroundings. In his view, a robust and uncluttered design fitting snugly into the landscape was required.
