The secretary of state has allowed the redevelopment of a factory in Berkshire with a mixed-use development comprising an 80-bed care home and 53 flats in four blocks despite concerns about flood risk.
She found that the development would provide a variety of accommodation for which there was a recognised need and would not appear out of keeping with its surroundings. She was satisfied that it would be located in a highly sustainable location and would harm neither the employment potential of the area nor highway safety or exacerbate congestion.
The secretary of state noted that as a more vulnerable site in zone 3a under PPS25, the scheme was subject to an exception test. She agreed with the inspector that while the magnitude of any evacuation activity would be greater than in the past owing to the number of people affected, no flood warning and evacuation plan existed for the site previously.
The development would bring a range of sustainable benefits to the community, she added. She therefore agreed with the inspector that the scheme would pass the exception test and be safe for its intended use. Its vulnerability to flooding would be appropriate for its location, she decided.
