The retention of a hardstanding in a paddock associated with a dwellinghouse in the New Forest national park has been judged by an inspector to have an unduly urbanising effect on the area.
The dwelling fronted onto a main road and the appellants owned two paddocks to the rear. The inspector noted that the paddocks had an open and undeveloped appearance apart from the hardstanding, which was particularly out of character in a strongly rural landscape.
Although the appellants needed access to the paddock, he decided that alternatives such as shingle or Grasscrete should be considered rather than concrete, which he found particularly inappropriate. Recreational use of the paddocks for horse riding and their desire to maximise the use of the land did not outweigh the visual harm, he ruled.
