The owner of land in a village in the Greater Manchester green belt has failed to persuade an inspector that there was sufficient need for four dwellings that he proposed to build on the site.
The appellant asserted that the scheme would allow people wishing to live in the village to do so and it would also support local builders and tradesmen who would construct the properties. However, the council argued that there was an adequate supply of housing land and enabling more people to live in an attractive village did not amount to a very special circumstance.
The inspector agreed, finding the four houses inappropriate. While recognising that it would not be surprising if people wished to live in the area, he held that the appellant's desire to make provision for them fell a long way short of demonstrating an actual need for additional houses.
