A condition restricting occupation of a Norfolk hostel to biology students has been relaxed to allow temporary use by migrant farm workers after an inspector ruled that the change would not have an adverse impact on the area's character.
The appeal site contained a fairly substantial building on the edge of a village. The appellants explained that residents would be hired and managed by an established agency. The hostel would provide short-term accommodation with catering, laundry and recreational facilities along with transport to workplaces and shops, they added.
Although some local residents had raised concerns about the nature of the proposed occupiers, the inspector decided that a temporary permission for one year would enable the impact of the use to be established. She considered that conditions could be imposed requiring the facility to be managed in accordance with a supporting statement that accompanied the planning application.
