Scottish ministers have decided that a proposed waste water treatment plant at a former quarry in western Scotland should be approved to meet legal requirements on the treatment of raw sewage.
The treatment works would be served by six new pumping stations that would collect raw sewage and remove larger objects such as paper, plastic and leaves. The appellants pointed out that European legislation has required waste water arising from populations of between 10,000 and 15,000 to receive secondary treatment since the start of 2006. Instead, raw sewage was still being discharged into a loch and the Firth of Clyde without any treatment.
The reporter noted that the Scottish Environmental Protection Agency had served Scottish Water with an enforcement notice under the Water Environment (Controlled Activities) (Scotland) Regulations 2005 to require the firm to provide secondary treatment by no later than July 2010. In her view, the council's odour and visual impact fears were overstated and could be adequately met through conditions. The scheme had been carefully sited and designed, she opined.
