An application for reserved matters approval on the siting and design of four homes at a site in mid Wales has been turned down after an inspector decided that they did not reflect the area's distinctive character.

The proposed siting and layout closely followed an illustrative plan submitted with the outline planning application. The location formed part of a small hamlet in a very attractive landscape of hills and deep valleys, the inspector found.

In his opinion, the cul-de-sac layout would turn its back on the rest of the settlement and would be unrelated to two lanes bounding the site. Although he found the detailed design of the houses acceptable, he concluded that a proper balance between views from the public realm and private spaces had not been achieved.
